She said guest. Nothing requires that guest to be a date. I've gone to weddings and other parties as a guest with my mom, sister, best friend, etc.. The important thing is that you have a good time at your friend's wedding and help her celebrate the happy day! Besides, I've been to too many weddings where EVERYONE was related and I'll tell you, you don't want to dance to certain music with your brother! As long as you don't go crazy (knocking down the cake, kissing a married man, drunk dj-ing, etc...) it should be a fun weekend all around!
References :
I guess I would check with her. I can't imagine her objecting to you bringing whomever you choose though unless they were someone that you knew she really did not get along with. She probably didn't invite other people from school because you are her best friend and she might not have been that close to other people.

Tell her also that you will have more fun with the other girl checking out the boys since neither of you are dating anyone. I'm sure she'll understand.

Good luck (for the bride too) and I hope you have fun!
References :
I think if you clear the guest by the bride then that's appropriate. I know I went to a middle eastern wedding a few years back. I knew the groom, and I got invited along as a 'date' from by buddy Ryan who was invited to the wedding and good pals w/ the groom. My buddy Ryan invited me because:
1) He wasn't comfortable taking his gf (she wasn't interested in going).
2) Ryan and I get along well and would have a good time.
3) He was looking to set me up (didn't find out about this until after).
4) I knew the groom.

Ryan asked the bride & groom if that was ok, and both said yes. Long story - short; we had a great time. It was a running gag that I was my buddy's "date", especially since I had long blonde hair at the time. It was a great celebration!

Just communicate and all should be fine.
Have fun!
References :
A girlfriend is very appropriate. Picking up a guy for a weekend looks bad, whether or not you are having a casual sex-capade, and judging from the question that is not your intention. A guest is a guest, male or female.
References :
I would check with your friend first. I'm sure it would be fine, but make sure it's okay with the bride! After all, the day is about her.
References :
Not having a date for a wedding can be tough. Yes, she probably meant a date when she said you could bring someone. Ask her if it would be alright to bring your best friend. If she's o.k. with it, no problem. I am sure that it will be fine.
